Penalty regime

per shipment · serious infringement (LOTT art. 141.17)

Missing the document, or missing essential data, is sanctioned per shipment — independently, and up to a year back. Liability falls on the contracting shipper and the effective carrier — each party answers for its own data (Orden TRM/282/2026).

Exoneration
The shipper is exonerated if it can prove the document was correctly issued (Art. 7.1, FOM/2861/2012).
No cap per inspection
Every infringing shipment is sanctioned separately — risk compounds fast without a reliable digital rail.
